Wikipedia tells us that the City Council is one of the governing bodies of the municipality. It is a collegial body composed of mayor, who is also president, plus a variable number of councilors which shall not exceed one third of the number of directors (including the mayor) and never higher than 12!
The commissioners are appointed by the mayor between citizens who meet the candidabilità, eligibility and compatibility for the post of counselor. In municipalities with a population less than 15,000 inhabitants, and therefore also in Battipaglia, the office of commissioner is incompatible with that of advisor, so either you are part of the Council or the Executive.
The mayor has, according to the law, wider discretion in the appointment and removal of commissioners, in practice, however, must take into account the indications of the political forces that support it and, in the event of a coalition to balance the reached in the presence of the same.
Typical functions of the Executive are:
- work with the mayor in implementing the general policy of the Board
- report annually to the Board on its activities and carry out proactive and pulse against the same
- adopt the regulations on the structure of offices and services, while respecting the general criteria established by the Board.
Each assessor will normally receive one or more proxies covering specific areas of the municipal administration.
